- Objective
The second phase of the CBTF is to expand support to the core public sector reform programmes launched by the Government of Southern Sudan. It will help develop and roll out electronic payroll systems across GoSS, including the ten State governments. It is to assist in designing and implementing a pension system for GoSS civil servants. The Fund will also help in improving financial management systems, both at federal and state levels. Moreover, it will provide training for civil servants across government. In addition there will be a responsive window where applications are sought from GoSS Ministries, State Governments and Commissions for smaller-scale public sector reform and capacity building initiatives.
Project information
The FMA team, staffed with BMB Mott MacDonald consultants, will be providing financial management, fiduciary oversight, procurement and monitoring and evaluation services to the CBTF, working under guidance of the technical secretariat (as provided by the Joint Donor Team in Juba). These financial management services include a full procurement service, accounting for all funds in the CBTF project accounts, and the creation of a project monitoring framework. The services will be provided in accordance with international best practice standards.
